7 October 2026: Reply on Payment Aggregation Platforms
The Government confirmed that the issue or operation of an SVF without an exemption is regulated by the licensing regime under Chapter 584; currency exchange and cross-border remittance are subject to the MSO regime under Chapter 615; and non-bank BNPL involving the business of lending is regulated under Chapter 163 and the licence conditions. The reply did not create a general aggregated payment licence covering all platforms.

Existing topics under the user’s account: deduplicated and corrected
Relevant content has been consolidated into three categories of guides, application, acquisition and maintenance topics. Historical sale listings, quotations and case studies are background information only; current status must be re-verified. The initial HTML of mso-8.com contained only a title; its publicly available front-end business text has since been retrieved. Commercial statements still need to be verified against official information.
Further Reading and Limitations
Stablecoin issuance is governed by a separate regime and is not counted as the fourth core licence on this site. The original source of third-party WeChat material is retained: Original reference article ↗; where access is restricted, it is not relied upon to draw regulatory conclusions.
Corrected Outdated Information
- The old MSO fees and “quarterly returns” have been updated to the fees in the May 2026 guide and filing within two weeks after each half-year.
- The SVF annual fee does not require a licence application to be made again each year; the funding requirement is not simply customer float.
- A money lender’s licence is granted by the Licensing Court, processed by the Companies Registry, and investigated by the police.
- Application timelines, old quotations, availability for sale, bank retention and “guaranteed approval” cannot be treated as current guarantees.
